Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

CHAI has been partnering with the Swaziland Ministry of Health (MoH) for the past 2 years to identify and implement cost-saving and resource maximizing efficiencies. In 2016, the Ministry decided to extend the focus of these efforts beyond centrally managed processes and work with CHAI to gain a strong understanding of facility barriers to service delivery, starting with two pilot hospitals, in specific areas of service delivery. Currently CHAI is working on phase 1 of this project involving a facility-level assessment (Hospitals Project Assessment) of gaps in resources for high priority services and synthesis of those results into concrete, costed plans to fill those gaps .

CHAI is looking for a Volunteer Health Financing to support the MoH in synthesizing and applying the learnings from the Hospitals Project Assessment to resource management decision making. The Volunteer will provide critical support to the quantification and mapping of resource needs at the facility level which will inform conversations and decision making across all levels of the MoH as to how to best fill these resource gaps.

The Volunteer will be a part of a team that works very closely with the MoH, and interacts on a regular basis with donors, NGOs and civil societies with the goal to strengthen the overall health sector. This position offers a unique opportunity to work closely with governments to develop critical skillsets, tools, and the capacity to enable better management and use of resources in health.

Provide Robust Data Management And Analytical Support To The In-country Team By Actively Participating In Structuring The Analytical Approach And Problem-solving In Areas Such As

  • Develop quantitative models to understand resource needs of clinical service delivery at pilot hospitals based on based on Hospitals Project Assessment outputs;
  • Support the development and implementation of qualitative data collection tools;
  • Develop materials for disseminating Assessment results to pilot hospitals and key MoH stakeholders;
  • Cost resource gaps identified through the Hospitals Project assessment to determine funding gap and inform budgeting, prioritization and investment discussions;
  • Identify trends in root causes to resource gaps at the hospital and communicate national level implications to key MoH stakeholders;
  • Capacitate hospital leadership teams on assessment approach and applying learnings to resource allocation decisions;
  • Work with other stakeholders and external experts as needed; and
  • Other responsibilities as requested by supervisor.
  • Bachelor’s degree with a minimum of two years of professional experience;
  • Demonstrated experience in data management and analysis;
  • Exceptional organizational and communication skills, including the ability to translate data analysis into compelling presentations and to communicate complex ideas clearly and effectively;
  • Ability to work independently and effectively in high-pressure, fast-paced environment;
  • Highly-motivated, entrepreneurial, with outstanding problem-solving skills and analytical capabilities;
  • Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multicultural environment;
  • Ability to multi-task and to be effective in high-pressure situations; and
  • High-level proficiency in relevant computer applications such as Excel and PowerPoint.
